I write to call your attention the FY 2007 Program Announcement for the State Abstinence Education program, which was posted on the ACF website late Monday afternoon. The announcement is at: http://www.acf.hhs.gov/grants/pdf/ACYF-FYSB-AE-01-06updated.pdf.
As you can see from the quotes listed below, this year's announcement makes it clear that ACF values the participation of consumers such as yourself in this important program. It indicates that we would distribute the program announcement to CBAE grantees and other interested parties across the nation. It also asks States to describe partners and how they will coordinate their activities with other programs.
To this end, you may want to contact your State Coordinator to avail yourself and/or your program to serving as a partner to the State program. For your convenience here is a list of current State Abstinence Education Grant Contact Persons (first point of contact).

"In the interest of increasing consumer involvement and collaboration among abstinence education stakeholders, this program announcement is being distributed to State Health agencies, organizations that are current recipients of an ACF Community-Based Abstinence Education grant, and other interested parties." "Describe the proposed coordination of the program with partners such as: ACF Community-Based Abstinence Education Program grantees in the State; Other abstinence-until-marriage education programs funded by public or private funding sources; and Section 510 Abstinence Education programs in other States." (page 23)
"Describe any consumers (youth, adults, parents, abstinence educators, human services professionals, etc.) who assisted the State in drafting the application and how they were involved." (page 24)
