Funding Opportunities

The National Clearinghouse on Families & Youth maintains a listing of organizations identified as potential funding sources for abstinence education programs. The listing includes grant descriptions and contact information.

Take Action Grant Program – U.S. Department of Health and Human Services Office of Public Health and Science
The purpose of the Take Action grants is to evaluate local activities that support and promote healthy lifestyles, including programs that encourage youth to make healthy choices and avoid risky behaviors. Grant amounts range from $2,000 to $5,000. Eligible applicants include community- and faith-based nonprofit organizations.
Deadline for applications: March 30, 2007 (applications may be submitted via e-mail)

Compassion Capital Fund Targeted Capacity Building Program – Office of Community Services, U.S. Department of Health and Human Services (Grant No. HHS-2007-ACF-OCS-IJ-0036)
Grants of up to $50,000 each will be given to approximately 200 nonprofit organizations, including community-based, faith-based, and tribal organizations. Recipients must use the grants to fund programs focused on at-risk youth, homelessness, healthy marriage, or rural communities. The funds must also be used in one or more of the following areas: leadership development, organizational development, program development, revenue development strategies, and community engagement.
Deadline for applications: April 10, 2007

Community-Based Abstinence Education (CBAE) Program – Family and Youth Services Bureau; Administration on Children, Youth and Families; U.S. Department of Health and Human Services (Grant No. HHS-2007-ACF-ACYF-AE-0099)
The CBAE program aims to educate young people and create an environment within communities that supports teen decisions to postpone sexual activity until marriage. The anticipated number of awards is 50 to 60, with funding ranging between $250,000 and $600,000.

The Influence of Religiosity and Spirituality on Health Risk Behaviors in Children and Adolescents – National Institutes of Health
The purpose of this program is to study the effects of spirituality and religiosity on early alcohol and drug use and sexual behavior, particularly in the area of HIV transmission.

Recent Research

With One Voice 2007: America’s Adults and Teens Sound Off About Teen Pregnancy – The National Campaign to Prevent Teen Pregnancy (February 2007)
This publication is the fifth report in the “With One Voice” series. The authors surveyed adults and teens on the following issues: (a) the impact parents and other adults have on teens, (b) abstinence and contraception, (c) regret, virginity, older partners, and attitudes about teen sex, (d) gender differences, (e) religion, (f) social norms and beliefs, and (g) the media. Teens continue to identify their parents as the most significant influence on their decision about sex. Another key finding is that 93 percent of adults and 90 percent of teens report that providing a strong abstinence message is important. Further, 60 percent of sexually experienced teens wish they had waited to have sex. The report includes detailed information about the survey questions and responses.

Guidance for CBAE Grantees that Implement Separate Religious Programming
This Administration for Children and Families memo informs CBAE grantees that implement both Federally funded abstinence programs and separate, privately funded, religiously based abstinence education programs of important strategies for assuring that the programs are separated by time or location as required by Federal regulation.

Memorandum on Flexibility of States in Administering the State Abstinence Education Grant Program
This Administration for Children and Families memo informs State and territorial agencies administering or eligible to administer Title V, section 510 abstinence education grants (State Abstinence Education Grant Program) of the flexibility States have in implementing the program alongside other separate programs.

ACYF Grant Reviewers Needed
The CBAE program office invites members of the abstinence education community to consider becoming grant reviewers for the U.S. Department of Health and Human Services’ Administration on Children, Youth and Families (ACYF). ACYF provides travel, hotel accommodations, and meals during the onsite review period. In addition, reviewers are reimbursed for local ground transportation expenses and receive daily honoraria of $150; panel chairpersons receive honoraria of $200. Photo of Bridget SheaBRIDGET SHEA is a class of 2005 Presidential Management Fellow from St. Charles, Missouri. She received her bachelor of arts in political science from the University of Missouri and her master of social work, with a specialization in social and economic development, from the George Warren Brown School of Social Work at Washington University in St. Louis. Shea has direct practice, consulting, and research experience in the fields of domestic violence, legal advocacy, juvenile justice, diversity facilitation, and youth mentoring.
